Tim Rowkins opens formal process for citywide smoke-control order

Brighton and Hove residents have until 26 November to object to a proposed order covering almost all of the urban area.

Tim Rowkins has opened the formal notice period for a proposed single smoke-control area across urban Brighton, Hove and Portslade.

The council published the statutory notice on 15 October, giving affected residents and businesses six weeks to make representations or objections by 26 November.

The proposed order would replace five existing smoke-control areas and extend coverage to more than 99 per cent of homes and businesses in the city's urban area.

It would restrict emissions from domestic chimneys unless an authorised fuel or exempt appliance was used. It would not amount to a general ban on all wood-burning stoves.

The cabinet approved the proposed boundary in May, but the new notice is a further procedural step. The existing orders will not be revoked before late March 2027 and no commencement date has yet been set for the replacement.

Rowkins is Brighton and Hove's Labour and Co-operative deputy leader and cabinet member for net zero and environmental services. The council has a Labour majority.
