Jennifer Burke has backed proposals for a closed cycling circuit at Leckwith, as Cardiff Council prepares to consider an outline business case for the project.

The plans, published on 8 October, envisage a 1.5-kilometre circuit costing an estimated £4 million. The facility would provide a setting for cycling away from ordinary road traffic.
Cardiff’s cabinet member for culture, leisure and tourism said the proposal could support wider participation. Potential users include children, schools and cycling groups, alongside runners and triathletes.
The council intends to seek external capital funding, including potential support connected with the Tour de France legacy. That money has not yet been secured.
Scrutiny is scheduled for 13 October, before Cabinet considers the outline case on 15 October. A full business case and the necessary planning process would follow if the proposal progresses.
The preferred approach is for a third party to operate the facility. Cabinet consideration would therefore be a development stage, rather than approval of a funded construction contract or an opening date.
