Ed Stubbs has set out proposals for Cardiff’s recycling strategy for 2026 to 2030, ahead of a Cabinet decision on whether to consult the public.

The draft, announced on 9 October, emphasises preventing waste, encouraging repair and reuse, and improving recycling. Cabinet is due to consider a proposed six-week consultation on 15 October.
Ideas include community recycling opportunities, better arrangements for flats and shared accommodation, and a trial involving soft plastics. Those proposals are not a confirmation of a citywide soft-plastic collection service.
Stubbs, the Labour councillor for Splott responsible for waste services, said residents’ involvement would help shape the strategy. The council wants more materials kept in use and less sent for disposal.
Cardiff says its recycling and composting rate is 64 per cent. The draft aims to reach at least 70 per cent by 2030.
If Cabinet approves consultation, responses will inform a final strategy brought back for consideration. The draft’s publication does not settle the final service changes or delivery arrangements.
