Portsmouth South MP Stephen Morgan has welcomed a major new government policy aimed at putting cowboy builders out of business and giving families greater peace of mind during home renovations.
The nationwide initiative introduces an Approved Code under Trading Standards alongside a milestone-based payment structure. Consumer deposits are held in a dedicated account and released gradually only as specified construction stages are completed. Labour Home has reported the wider package, which also covers tougher rules on aggressive private bailiffs.
Sharing the news, Morgan highlighted the impact on his constituents:
“Families in Portsmouth have told me time and time again about rogue builders leaving their homes in ruin and finances in tatters.
“That is why Labour is introducing:
“A new Trading Standards approved code to help you identify and hire traders with confidence
“A trusted place your money can be held, until key milestones are completed.
“This is about restoring trust, giving residents in our city more breathing room, and making Britain fairer for hard-working families.”
Tackling financial loss and substandard work
Recent findings from consumer groups indicate that over a quarter of adults carrying out home improvements in the past 18 months faced significant issues, with more than a third hit by unexpected extra costs averaging £750. Problems reported by constituents range from abandoned building sites to pressure on vulnerable homeowners to pay for substandard work.
The new policy establishes clear rules to prevent rogue operators from undercutting legitimate local businesses while closing loopholes that previously left householders vulnerable.
Delivering everyday protections for working families
Morgan said the government’s consumer fixes would help local residents upgrade their homes with greater confidence.
“This will be a welcome announcement for many families across Portsmouth. After hearing the financial devastation and stress that families in my constituency have experienced at the hands of rogue builders, I’ve been pushing for more action to give local people more security.
“I’m delighted this Labour Government is now calling time on cowboy builders. This action is a really important step forward, meaning residents can now have more confidence when hiring traders, secure in the knowledge that their money will be protected whilst building works are ongoing.”
Alongside safeguards for home improvements, the package includes independent oversight and tougher regulations to prevent aggressive practices by private bailiffs, so vulnerable households in debt are treated fairly.
