The decision on 7 October moves the scheme from proposal to approved implementation. Wall is the council’s Labour cabinet member for thriving communities.

The phased programme will cover Greenford, Southall, Northolt, Acton, Perivale, Hanwell and Ealing, beginning in the 2026/27 financial year.

It provides for community development staff, support for local anchor organisations and coordination between public services. The spending estimates include £300,000 for community grants across the programme.

The council intends to connect residents with help earlier and reduce isolation and avoidable crises. An evaluation framework will assess the results and inform future service decisions.

The initial team is proposed on two-year fixed-term contracts, with recruitment costs met from existing corporate revenue budgets. Longer-term staffing and funding arrangements will need further review.
