In his Leader’s Speech, Prime Minister Keir Starmer set out a bold vision to unlock opportunity for Britain’s young people.
The Labour government will replace the outdated target of 50% university participation with a new ambition: two-thirds of young people to gain higher skills – through university, further education, or a gold-standard apprenticeship.
As part of the Youth Guarantee, every young person out of work or education for 18 months will be offered a place in college, an apprenticeship, or tailored one-to-one support to find a job.
Starmer said: “Every young person will have the chance to learn, to earn, and to contribute. No one will be left behind.”
