The council-owned building will be operated by APCOA and includes electric-vehicle charging, cycle storage, CCTV and staffed support during key hours.

Proposed parking charges

Bury Council’s Cabinet will consider the operating and parking strategy on 14 October. Proposed charges include £1 for the first hour, free parking from 6pm to midnight and a £60 monthly season ticket.

The council estimates that running the hub without charges would cost about £300,000 a year and add the same amount to its budget gap.

A visible milestone

Morris said the hub was a visible milestone in a programme intended to deliver homes, retail space, a market hall, leisure and community facilities, a new library and improved public spaces.

The building’s opening remains dependent on final handover and operational preparations. The proposed tariff has not yet been approved and would be reviewed after six months if adopted.
