An Association of British Insurers update report published this week shows the industry is more than a fifth of the way toward the commitment, with £22.8 billion invested since 2024 — including £11.5 billion across 2025.

Rigby said:

“It’s very good to see that insurers are on track to deliver on their pledge to invest £100 billion in UK productive assets, like energy, housing and infrastructure projects. These are tangible investments which are driving economic growth and positive change in communities across the country.”

Homes, utilities and transport

The ABI says the industry is already a major investor in UK infrastructure, providing long-term capital for communities and businesses across the nations and regions. Projects cited in the update include high-quality rental and social housing for families on average incomes, temporary accommodation for vulnerable residents, education campuses, and water infrastructure serving around 2.5 million people across North West England.

The top three sectors invested in over the first two years of the pledge are:

  • £9 billion in real estate, including affordable and social housing and student accommodation;
  • £5.3 billion in utilities, including energy and water supply; and
  • £1.8 billion in transport, storage and construction, including ports, buses and rail.

The £100 billion annuity providers’ pledge followed changes to the prudential regime now known as Solvency UK, which made it easier for insurers and long-term savings firms to invest in productive assets.

ABI: almost £23bn already invested

Hannah Gurga, Director General of the ABI, said:

“Two years into this pledge, firms have already invested almost £23 billion into projects that make a real difference across the UK, from new homes and student accommodation to major water infrastructure and education facilities. This is exactly the sort of long-term investment our sector is well placed to provide. Maintaining a stable and predictable policy environment will be essential if firms are to continue investing at scale in the homes, infrastructure and businesses that support economic growth across the country.”

The ABI and its members say they continue to engage with regional authorities and the investment community to explore further opportunities, particularly green and productive projects that support economic growth. Firms reporting data for the tracking exercise include Aviva, Canada Life UK, Just Group, L&G, M&G, PIC, Rothesay, Royal London, Scottish Widows and Standard Life.
