The reforms will introduce new two-year vocational GCSEs in England with nationally set content, grading and assessment, regulated by Ofqual to the same standards as traditional academic GCSEs.

Powell said:

I believe that every young person deserves a clear line of sight to the world of work, regardless of where they live or their background.

She added that the reforms would broaden choice while raising standards and giving vocational education "the same rigour and standing as traditional academic qualifications".

New subjects could include construction, finance and digital technology

The first Vocational GCSEs are expected to be available from September 2029, although the Government has said it wants to move faster where possible.

Potential subjects include Business Management and Finance, Creative Media Production, Digital Tech, Child Development, and Building and Construction.

They will sit alongside traditional GCSEs rather than replace them, with English, maths and science remaining part of a common academic entitlement.

The new qualifications will eventually replace existing Technical Awards, which currently vary between providers and do not have nationally set content.

Burnham: one-size-fits-all education isn't working

Prime Minister Andy Burnham has made reforming technical education one of the early priorities of his Government.

He said:

We've all heard someone say 'school wasn't really for me' because they were not given the chance to study vocational courses as well as traditional subjects.

Burnham said the Government wanted an education system that valued academic and technical pathways equally and gave young people a route to a successful future whether or not they went to university.

200,000 more work experience placements

The qualification reforms will be accompanied by a new National Mission on Work Experience.

The Government is asking employers to create an additional 200,000 work experience placements so that all young people can gain meaningful workplace exposure between the ages of 14 and 16.

Mayors, local authorities and Careers Hubs will help connect schools with businesses, while No10 North will itself begin offering placements to pupils this academic year.

Part of wider technical education reforms

The new Vocational GCSEs form part of a broader overhaul that also includes V Levels, T Levels, Occupational Certificates and Foundation Certificates. Ofqual has already published the regulatory framework for the new post-16 qualifications.

The aim is to create clearer progression from school into further education, apprenticeships, university or employment.

Powell said:

Our new Vocational GCSEs will give young people a stronger connection to the careers and industries shaping our economy, helping them discover and develop their talents while maintaining high standards across our education system.

Tackling youth unemployment

The reforms are also designed to address the number of young people currently outside education, employment or training.

The Government says nearly one million young people are currently in that position and argues that giving pupils clearer vocational routes at school could help prevent them from becoming disconnected from education and work.

Powell's central message is that vocational education should no longer be treated as a second-best option - but as a rigorous route into skilled work, further study and the industries Britain will depend on in the future.
