Labour-run Brighton & Hove City Council has launched an ambitious new Seafront Investment Prospectus aimed at transforming Brighton & Hove's waterfront into a world-class destination while protecting its heritage and supporting sustainable economic growth.

Labour-run Brighton & Hove City Council has launched an ambitious new Seafront Investment Prospectus aimed at transforming Brighton & Hove's waterfront into a world-class destination while protecting its heritage and supporting sustainable economic growth.

The prospectus sets out a long-term vision for the city's 13-kilometre seafront, bringing together existing regeneration projects and future investment opportunities into a single strategic framework designed to guide development over the coming decades.

The council says the plan is intended to address challenges facing coastal communities, including ageing infrastructure, climate change and the need for year-round economic activity, while preserving the unique character that has made Brighton & Hove one of Britain's best-known seaside destinations.

She added that the prospectus reflects the Labour administration's priorities around inclusion, sustainability and supporting local businesses.

“This prospectus sets out how we will steward the seafront for the long term – bringing together our values of inclusivity, sustainability and place. It shows how investment can raise quality, improve access, support local businesses and ensure the seafront works for residents and visitors all year round.”

Among the key opportunities identified in the plan is the regeneration of Black Rock, where the council believes there is potential for a major cultural destination, including a modern art gallery that could enhance Brighton & Hove's international reputation as a centre for creativity and the arts.

The proposal forms part of a wider programme of investment already underway across the seafront, including the redevelopment of Hove Beach Park, the restoration of Madeira Terrace, improvements to active travel routes and new leisure facilities.

Lord Bassam said the prospectus would help provide certainty for investors while creating opportunities for local residents.

He highlighted the potential for growth in sectors such as culture, hospitality and tourism, arguing that regeneration could create new opportunities for young people and support the city's growing creative economy.

The council believes the strategy could strengthen Brighton & Hove's position as a national and international destination while boosting employment and investment across the city.

Jacob Taylor described the prospectus as a significant moment for the city.

“In the next five years we have a chance to create the most iconic and spectacular stretch of coastline in the whole country – with arts, attractions, leisure, and natural shorefront to rival the best seaside resorts in Europe.”

He added that the ambition was to create a more connected and strategically planned waterfront capable of attracting visitors from across the UK and overseas.

The publication of the prospectus marks the latest stage in Brighton & Hove's wider regeneration strategy and comes as local authorities across the country seek new ways to attract investment, boost tourism and support economic growth.

Council leaders say delivery of the vision will depend on strong partnerships between the public and private sectors, with the prospectus intended to provide a roadmap for future investment and development along one of Britain's most famous coastlines.
