Councillors agreed the 2026–29 strategy and its 2027–28 action plan on 7 October. Anand is the Labour cabinet member for tackling crime and antisocial behaviour.

The framework sets four priorities: prevention and awareness, reporting and trust, support for victims and witnesses, and action against offenders.

It seeks to reduce barriers to reporting, including those linked to language, disability, digital exclusion and previous experiences of discrimination.

The report also proposes working with housing staff, tenants and resident groups to improve responses to harassment and hate incidents in neighbourhoods.

The programme will use existing staffing and funding arrangements, with annual reviews of the action plan. It does not create a new dedicated funding allocation.
