Miliband used the Warsaw Security Forum to call on European governments to press for an end to strikes on energy infrastructure and to strengthen their collective response to hostile activity across the continent.

The Foreign Office said Russia had mounted 200 attacks on Ukraine's energy infrastructure in the preceding week. It also reported that 1,450 bombs and 1,600 drones had been used against Ukraine during the same period.

The appeal focuses on protecting electricity and heating systems rather than proposing a wider ceasefire settlement. It comes as the Government argues that attacks on civilian energy networks are being used to intensify pressure on Ukrainian communities.

Miliband also discussed cyber-attacks, sabotage and other hybrid threats with European counterparts. He met Poland's foreign minister, Radosław Sikorski, and highlighted security co-operation under the UK-Poland Northolt Treaty.

The Foreign Secretary said European unity was necessary both to support Ukraine and to defend infrastructure closer to home.
