Security Minister Dan Jarvis has published the Government's annual report on the use of counter-terrorism disruptive powers.

It records 3,034 terrorism-related arrests in Great Britain during 2025, compared with 250 in the previous year. The report says 2,779 of those arrests, or 92 per cent, were linked to support for Palestine Action following its proscription on 5 July 2025.
Once those cases are excluded, the total was 255, a 2 per cent increase on the previous year. The distinction is important because the headline increase does not represent an equivalent rise in other terrorism-related activity.
Of the 3,034 people arrested, 486 were charged and 469 of those charges were considered terrorism-related. Many cases remain before the courts, and the report says the number of charges may therefore rise.
At the end of 2025, 267 people were in custody for terrorism-connected offences. The report classified 58 per cent as holding Islamist extremist views, 29 per cent extreme right-wing views and 13 per cent other ideologies.
Jarvis said the Government would invest a further £300 million in counter-terrorism policing and £600 million in the intelligence agencies over the 2025 Spending Review period. The UK terrorism threat level remained severe when the report was published.
