Families will receive a card when they register a baby’s birth, alongside the Bookstart pack already offered to new parents. The council says the scheme will begin this autumn.

The card will give parents and carers an early introduction to free books, activities and support available through Hounslow’s libraries and community hubs.

Grewal, Labour cabinet member for communities, culture and safety, said the initiative was intended to support early literacy and connect families to local services from the beginning of a child’s life.

The scheme does not create a new charge or funding award. It changes how and when library membership is offered to newborns and their families.
