Akehurst said the meeting focused on how ministers intend to address worries among former service personnel about the possibility of repeated investigations and the treatment of veterans under the new legacy framework.

He said:

“Meeting Chris Bryant, the Northern Ireland Secretary, today, to discuss how the Government will address the concerns of military veterans in North Durham about the Northern Ireland Troubles Bill.”

The meeting comes as the Government prepares further amendments to the legislation after acknowledging that veterans need additional reassurance. Ministers have said the Bill will include protections against repeated investigations and that those safeguards will be strengthened during its remaining Commons stages.

Government promises stronger protections

The Northern Ireland Troubles Bill is intended to replace key parts of the previous Conservative Government’s Legacy and Reconciliation Act and establish a new framework for dealing with unresolved Troubles-era cases.

The Government says the legislation must strike a balance between the rights of victims and families seeking answers and the need to protect veterans from unnecessary or duplicative investigations.

Northern Ireland Office ministers have said the Bill will require the Legacy Commission and coroners not to repeat earlier investigative work unless doing so is considered essential — a deliberately high legal threshold.

Ministers have also confirmed that further amendments are being developed following discussions with veterans’ groups and regimental associations.

Bryant engaging directly with veterans

Bryant has made engagement with veterans a priority since taking office.

Last month he met veterans’ representatives, the Veterans Commissioner and victims and survivors’ groups, saying many people in both Northern Ireland and Great Britain continue to live with the pain and anger caused by the Troubles.

The Government’s stated position is that the overwhelming majority of Operation Banner veterans served with professionalism and that no one should face prosecution simply for having lawfully carried out their duties.

At the same time, ministers argue that the state must remain capable of investigating serious allegations where there is a proper legal basis to do so.

Akehurst takes constituency concerns to ministers

For Akehurst, the issue has a clear constituency dimension.

North Durham is home to many former members of the Armed Forces and their families, and concerns about legacy investigations have remained a significant issue for veterans who served in Northern Ireland.

His meeting with Bryant was aimed at ensuring those concerns are heard directly by the department responsible for the legislation before the Bill completes its passage through Parliament.

Bill still under scrutiny

The legislation continues to face scrutiny from a range of perspectives.

The Joint Committee on Human Rights recently called for improvements to the Bill, while Bryant has confirmed that the Government will incorporate provisions previously planned through a separate remedial order directly into the legislation, allowing fuller parliamentary scrutiny.

That means the final form of the Bill remains subject to change.

Akehurst’s message is that veterans who served in Northern Ireland deserve confidence that they will be treated fairly and protected from repeated or unnecessary investigations, while the Government works to create a legacy system capable of commanding wider trust.
